Supervisory Inventory Management Specialist

This position serves as a Supervisory Inventory Management Specialist for expendable (EX) assets/materials for the Logistics Service within the VA Health Care System supervising multiple supply series staff and of consumable medical supply/inventory used in the healthcare system as well as the micro-purchase program. Recognized as the Commodity Management Division's subject matter expert for the Southern CBOC locations reporting to the EX Inventory Management Section Chief and further to the Chief Supply Chain Officer (CSCO) and Assistant CSCO on inventory management matters for sound commodity management concepts, practices, and control of all consumable inventory. Occupies a major position on the Facility Logistics Service staff and is critical to the operations of the medical center and supported catchment area. Duties to include but are not limited to:
Responsible for the inventory management, control and distribution of expendable inventory. Has oversight and accountability of the management plan for the commodity program. Conducts effectiveness/efficiency reviews; oversees the computation of requirements for supplies. Serves as the approving official for approving reconciled purchase card transactions. Prepares/reviews submissions to obtain approval or funding. Acts as the central point of contact for the coordination of commodity support and the resolution of logistics problems. Manages federal and agency programs for the return and reutilization of medical supplies; approves emergent procurement decisions. Supervises employees from separate but interrelated units. Makes recommendations for promotions, reassignments and awards; develops position descriptions and performance standards; conducts semi-annual and annual performance reviews. Assists subordinate staff with performance issues; schedules and grants leave; monitors overtime usage; resolves informal complaints and grievances. Develops the ability of subordinate staff; develops individual development plans for professional growth and development. Coordinates and integrates various technical units to ensure compliance; conducts on the job training and in-service training; assesses training and educational needs and implements training programs. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
planning, coordinating and executing an inventory and commodity management program; establishing procedures, overseeing and reviewing physical inventories and supply reconciliations; conducting data/information analysis for acquisition planning; planning and reviewing supply/inventory processes, functions and related systems; and exercising supervisory responsibilities to include planning, assigning and evaluating work and resolving complaints. NOTE:
Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Physical Requirements:
The work is primarily sedentary and is usually accomplished while seated at a desk or table, typically in an adequately lighted and climate controlled office. Some standing, walking, bending and lifting (up to 40 lbs.) is required. Physical exertions including stretching, reaching and pulling or pushing cares occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets.
